First I add the blue and work around with it until I get the variation of blue along with the correct values around the canvas, then I begin to add a little bit of the complimentary warm color, orange, onto the image. Once you have more than one colors you should try to get them to balance by arrange one as dominant or primary, then secondary, then so on. As you do that, you will slowly seeing the color harmonize themselves. It can be difficult as it often did to me, but as you practice more and more, you will start to understand visually how you could get them to balance. But once in a while to get them off balance on purpose can get interesting result.

Below are step by step how to paint night scene for landscape. Step one, I paint in some blobs of different value for rocky coast line and water, leave the sky in light gray for now. Everything in this stage is still in monochromatic. Step two, I introduce deep blue color as base, and paint some cloud above and some fade away mountain range for back drop. Step three, then I add to moon and use soft edge brush to create more cloud and sense of depth. Step four, now I paint more darker value on the rocky coast in the foreground, and add some lighter value on the water to create some wave movement. Step five, I painted in a figure of a knight on a horse back. Step six, I paint in some more wave on the water closer to the foreground and clean up the value.
On this final image, I add color red for the flag and put slightly more highlight on the knight figure.
